Spruce Creek Airpark (7FL6) is a private fly in community located in Volusia County, Fl. The airport was originally a military base. The airfield was constructed on existing terrain with little or no design criteria followed. In early 2019 EG Solutions completed a pavement and drainage evaluation report summarizing the existing pavement conditions for their two main taxiways, which are referred to as boulevards and are surrounded by various businesses. The report recommended the reconstruction of both taxiways, which are between 100 feet to 150 feet in width and 2700 feet and 900 feet, respectively, in length. EG Constructors was retained using a design build delivery approach.
The project included milling the top 3 to 8 inches of asphalt and replace with 6 inches of lime rock base (FAA P211) in the aircraft movement areas and 9 inches in the heavy vehicular traffic lanes with 3 inches of FDOT super pave with 20% reclaimed asphalt pavement (RAP) as the surface course. Remarking of the pavement surfaces was also included.
Maintenance of traffic was a critical issue since the local businesses and an onsite restaurant had to be accommodated throughout the project construction. In order to provide access at all times for the local businesses and residences the project was constructed in 3 phases over 60 days. The total program cost was approximately $2.2 million and completed in October, 2019.
